    Guest Vehicle Plate Procedures

    There is not much information about guest license plate transactions on the internet or in different areas. We will share the necessary information on this issue in order to assist you. Persons with certain conditions are exempted from customs duty, value added tax and special consumption tax for the vehicle they bring from abroad. In order for these persons to legalize the use of guest vehicles in Turkey, a license plate is allocated in the MA-MZ range starting with the license plate number of the province they reside. This process is also called taxfreecar or blue plate. The necessary conditions for guest license plate transactions, persons who meet the conditions and all important issues will be included in this article.

    Persons who can use the Guest Vehicle License Plate (MA-MZ plate)

    • Foreign athletes affiliated with the federation,
    • Foreigners who legally reside in Turkey and also have a work permit,
    • Representatives of diplomatic missions and civil servants without diplomatic status,
    • Foreign experts temporarily working in various ministries within the scope of European Union programs and projects,
    • Employees of foreign press organizations legally residing in Turkey,
    • Foreign personnel affiliated with NATO,
    • Foreign lecturers and students,
    • Foreigners who have retired abroad and legally reside in Turkey,
    • Blue card holders of Turkish citizenship and foreigners residing in Turkey, working and studying.

    Guest Vehicle Plate Procedures

    The persons who can use the aforementioned guest vehicle license plate must also be a vehicle owner. Vehicles registered on another person cannot benefit from tax exemption. For guest vehicles that are intended to be used without tax in Turkey, if the persons enter Turkey with their registered vehicles, they apply to the Customs Directorate with a petition, and guest vehicle license plate procedures are started. A “Vehicle Identification Record” is prepared for the vehicle by the Customs Directorate and kept in the customs warehouse. The vehicle owner is given a certain period of time by the Customs Directorate to complete the documentation. The Foreign Vehicles Temporary Entry Carnet is obtained from Turkey and the Automobile Touring Authority and submitted to the Customs. In order to obtain the aforementioned document, a wet signed copy of the Vehicle Detection Acknowledgment Report and the security amount determined for the vehicle must be deposited in the relevant institution accounts. The documents requested by Turkey and the Automobile Touring Authority for the Foreign Vehicles Temporary Entry Carnet (blue carnet) are presented below.

    1. Documents required for guest license plate transactions (MA-MZ plate) (Working Foreigners);

    • Passport and driver’s license (with photocopies)
    • Work Permit card photocopy
    • For foreigners who are exempt from work permit, official documents from SGK that they work in Turkey
    • Vehicle license showing that the vehicle belongs to the person, if the sale has been made, the sales contract from the relevant consulate (together with the copy of the license of the seller)
    • “Vehicle Detection Acknowledgment Report” obtained from the Customs Directorate
    • Guarantee deposited according to the brand, engine size, type and model year of the vehicle (Cash or demand bank letter of guarantee).

    2. Documents required for guest license plate transactions (MA-MZ plate) (Foreigners studying);

    • Residence permit card photocopy (not required for blue card holders.)
    • Student certificate prepared addressed to the institution from the place where he / she studied
    • Passport, driver’s license (with photocopies)
    • If the vehicle license showing that the vehicle belongs to the person has been sold, the sales agreement from the relevant consulate (together with the copy of the license of the seller)
    • “Vehicle Detection Acknowledgment Report” obtained from the Customs Directorate
    • Guarantee according to the brand, type, model and engine size of the vehicle (cash or demand bank letter of guarantee).

    3. Documents required for guest license plate transactions (MA-MZ license plate) (Retired foreigners);

    • Residence permit card photocopy
    • Retirement certificate issued by social security institutions (approved by the embassy or consulate)
    • Passport and driver’s license (with photocopies)
    • Vehicle license showing that the vehicle belongs to the person, if the sale has been made, the sales contract from the relevant consulate (together with the copy of the license of the seller)
    • “Vehicle Detection Receipt Report” prepared by the Customs Directorate
    • Coverage according to the brand, type, engine size and model year of the vehicle. (cash or corporate demand bank letter of guarantee)

    It would be beneficial to send an e-mail to Turkey and the Automobile Touring Authority in advance in order not to experience any inconvenience regarding the coverage. You can send an e-mail to the address triptik@turing.org.tr of the relevant institution. In addition to the blue carnet to be obtained from the Turkey Touring and Automobile Association, it is also necessary to have compulsory traffic insurance. After two transactions are made, the documents can be submitted to the Customs Directorate and received. After the vehicle is received, a few more activities need to be carried out for the MA-MZ license plate procedure. For all vehicles brought from abroad, a “Vehicle Conformity Certificate” must be obtained from TSE. In order to obtain the vehicle conformity certificate, you must apply to private engineering companies. Persons who can bring tax-free vehicles from abroad are required to have TÜV procedures at the inspection stations of the foreign plate vehicle, together with the traffic insurance and TSE certificate they have acquired.

    All documents provided should be submitted to the Customs Directorate and a certificate of evidence to be sent to the Provincial Police Department. In order to prevent counterfeiting in documents by the Police Department, the certificates are not received by hand, but are requested by the Customs Directorate to be sent by cargo or mail. Finally, within the scope of guest vehicle license plate transactions, foreign vehicles Temporary Entry Carnet and the vehicles of foreign country citizens are allocated plates bearing the letter group MA-MZ by the General Directorate of Security.

    The documents required for guest license plate procedures are listed below:

    • Two vehicle traffic registration and application process forms
    • Certificate
    • Vehicle Inspection Certificate (TÜV)
    • Vehicle Conformity Certificate (TSE)
    • Photocopy of the blue report card issued by the Turing and Automobile Association of Turkey
    • Work certificate
    • Photocopy of the passport
    • Residence permit card photocopy (no need for blue card holders.)
    • Blue card photocopy (if a blue card holder)
    • Compulsory traffic insurance

    Guest vehicle license plate transactions are carried out in two (2) ways, depending on the job and position of the persons, without any security. For the plate transactions to be made without guarantee, the transaction is carried out together with the declaration of the owners and with the approval of the agency representatives to which they are affiliated, and the temporary entry document in the form of a guarantee. With guarantee, transactions are made with temporary entry carnet for foreign vehicles issued by the Touring Automobile Authority of Turkey in return for cash or a bank letter of guarantee.

    • Foreign personnel working in foreign labor offices
    • Foreign media organizations and their members
    • Foreign expert personnel working within the scope of technical cooperation and similar international agreements
    • Foreign personnel assigned in NATO (Customs procedures of the vehicles belonging to these persons are carried out with the NATO Declaration)
    • Officers and Servants at the embassy and consulate in Turkey

    Foreign Persons Procedures to be Carried Out with Temporary Entry Carnet for Foreign Vehicles by Giving Cash or Bank Guarantee Letter;

    • Foreign student persons
    • Foreigners with Residence and Work Permit
    • Retired Foreign Persons from Abroad
    • Foreign academics, lecturers and teachers allowed to work by YÖK (Higher Education Association)
